All is set for the Bahrain’s National Dialogue which will address four main themes, namely: political, economic, social and human rights under which 15 listed sub-themes, according to Bahrain’s National Dialogue spokesman Isa Abdul Rahman.
He added that each sub-theme has 90 topics, which include all invitees’ views that will be addressed by 300 participants, noting that each team will discuss issues on its agenda.
The spokesman affirmed that all views presented by participants were listed within the dialogue’s main themes, citing judicial authority under human rights theme, salary increase and financial disclosure under economic theme.
That, he said, was all done according to a professional approach that saw the inclusion of views within main and sub-themes as well as topics related to those views. Participants can discuss details of the issues during dialogue sessions, in a bid to make the process more effective and focused on all issues of concern of all segments of the society without exception of any view or issue.
Responding to questions about the time frame of the dialogue, Abdul Rahman said the organising committee set a schedule for the first two weeks, to launch the dialogue’s first sessions, noting that the time allocated to discussions of listed topic is subject to extension as needed to cover debates of any issue until participants complete their discussions of all listed issues in the dialogue.
The main goal of the dialogue, he said, is to provide an opportunity to discuss views and reach a positive result with the consensus of all participants that represent the various segments of the society, and which are represented in the dialogue by political societies, civil society institutions and public figures.
Responding to a question about views, the official spokesman noted that the judicial authority and the Supreme Judicial Council, which is one of the issues presented by participants, would be discussed within the main human rights theme, and under the judicial authority sub-theme.
This, he added, applies to other themes, noting that the sub-themes include a number of topics, which would determine the kind of issues to be covered by sessions, therefore the issue of judicial authority would be discussed within the judicial authority guarantees’ theme.
Answering a question about mechanisms and themes of dialogue, Abdul Rahman said the statements put forward on (relationship between governorates, municipalities and municipal councils), were listed under the main political theme, within the sub-theme related to government and under relationship between legislative and executive authorities’ topics.
Fighting moral corruption, he added, is listed under social theme, and youth and civil security and peace sub-themes, he noted.
Abdul Rahman said the statement on enhancing monitoring Mumtalakat and their performance in state assets would be discussed within the economic theme, under the governance in public money performance sub-theme. This also applies to financial disclosure.
Salary increase issue would be discussed under the economic theme, and redirecting support and community participation in development sub-theme, the spokesman explained.
Pushing for a Gulf Cooperation Council Confederation would be discussed within the political theme, under government sub-theme, Abdul Rahman said, adding that the statement on compensation for psychological and economic damages in buildings and institutions in the recent incidents would be discussed under social theme, and within civil security and peace sub-theme.
The National Dialogue covers four main themes, political, economic, social and human rights. The political theme includes; political societies: authorities of Shura Council and Parliament, mechanisms of monitoring tools, governance and electoral system.
The economic theme includes; enhancing economic competitiveness, governmental services level, pension systems, and governance in public money management and redirecting support and community participation in development.
The Human rights theme includes; women and special needs, children rights, judicial authority, freedom of expression, gatherings or demonstrations, and human rights, under which falls, harmonising national laws with international conventions on human rights, human rights, its organisations and advocates, human rights and international organisations and implementation of human rights principles.
The fourth and Last theme is the social theme, which includes; youth, civil society institutions and peace and security.
