The National Oil and Gas Authority (NOGA) issued its annual booklet on human resources, the ratio of Bahrainization and training in the oil and gas sector in the Kingdom of Bahrain for the year 2010.
The booklet was compiled by the Strategic & Planning Affairs and addresses issues of manpower in the national oil companies affiliated to the Oil & Gas Holding Company until December 2010. The report comprises the data related to manpower, trainees in the local oil companies as well as approved training budgets.
“NOGA issued this booklet which is the fifth in a series of booklets since the formation of the National Oil & Gas Authority as per Royal Decree No. (63) for the year 2005 issued from His Majesty King Hamad bin Isa Al Khalifa Monarch of the Kingdom of Bahrain,” the Minister of Energy Dr. Abdul Hussain bin Ali Mirza said.
The Minister added that the NOGA was proud of achievements related to human resources development all over the Kingdom of Bahrain.
The Authority has often been keen on upgrading the standard of specialist cadres in the oil industry through setting practical strategies geared towards developing national manpower in the Authority and in these companies in order keep pace with global progress in the field of practical knowledge.
He said that the Authority strived to develop its own organizational and administrative structures as well as in its affiliated oil companies. This has culminated in qualified Bahraini cadres taking over from their expatriate counterparts and assuming advanced administrative and leading positions. Women assumed advanced positions in the top echelons in the oil and gas sector.
The Minister of Energy Dr. Abdul Hussain bin Ali Mirza also said that the total number of manpower in the oil companies amounted to 4,777 employees with 3,934 out of them being Bahrainis.
He added that the total number of manpower in Bahrain Petroleum Company (BAPCO) was 3,051 with 2,569 out them being Bahraini citizens. The ratio of Bahrainization has reached at 84 per cent until the end of December 2010.
The Gulf Petrochemicals Industrial Company (GPIC) continued throughout the year 2010 in qualification of Bahraini cadres so that they assume top leading positions in the company. Whereas the total number of employees in the company attained 522 with 427 out of them being Bahrainis that is with a ratio of Bahrainization at 82 per cent by December 2010. At beginning of the company’s incorporation the number of employees was 459 with 422 out of them being Bahrainis that is with a ratio of Bahrainization at 92 per cent.
The Minister also pointed out that during the last five years the Bahrain National Gas Company (Banagas) where manpower in Bahrain national Gas Company extension a subsidiary that is wholly owned by the government of the Kingdom of Bahraini also served in Bahraini jet Fuel Supplies Company (BAFCO) which realized high ratios of Bahrainization estimated at 98 per cent with a total number of employees being 122 with 120 out of them being Bahrainis.
The total number of employees in the Petroleum Development Company (Tatweer) at end of December 2010 reached 623 with 396 out of them being Bahrainis that is a ratio of Bahrainization at 64 per cent.
This company is a joint venture between the Oil and Gas Holding Company, Occidental Company and UAE Mubadala. The Minister also added that the affiliated oil companies of the NOGA have adopted advanced regular human resources training strategies utilizing the latest state-of-the-art practical and theoretical training which effectively contributes to increasing their knowledge and boots their productive capacities. These oil companies have already spent huge amounts of funds for this purpose at an estimated BD 8.7 million. The average share of a Bahraini trainee in these companies reaches BD 1.283 per capita. The training policy of these companies is regular and training opportunities are available in these companies which persistently strive to develop manpower. Also, some employees participate in more than one training course and this help upgrade their academic and vocational standards.
The Minister thanked the leadership for its continuous support and guidance on the progressive road to develop human resources for the sake of development of Bahraini people who are the source of power in this country and the basis of its prosperity and hailed His Majesty’s everlasting support to this vital sector with truly significant impact in boosting quality and excellence programs in the Authority and the energy sector as well as boosting the durable development of the national economy.
