The Kingdom of Bahrain which set to celebrate 40th anniversary on 16th December has achieved a tall stature in all spheres of life, thanks to far sightedness of the leadership, tireless efforts of people of Bahrain to take country to new heights of excellence.
This was the message of His Royal Highness the Prime Minister Prince Khalifa bin Salman Al Khalifa who presided over the regular weekly Cabinet meeting in Gudaibya Palace on Sunday.
Minister of Cabinet Affairs Kamal bin Ahmed Mohammed stated after the meeting that His Royal Highness the Prime Minister submitted to His Majesty King Hamad bin Isa Al Khalifa Monarch of the Kingdom of Bahrain and to the honourable Bahraini people utmost felicitations and best wishes on the occasion of the Twelfth Accession Anniversary and Fortieth National Day.
The Cabinet remembers in pride and boasting the Kingdom of Bahrain’s national renaissance and achievements which magnified the pioneering gains accomplished throughout the progressive development march in the various political, social, economic and democratic aspects in the flourishing reign of His Majesty the King, citing the Kingdom of Bahrain’s successful achievements which received high international acclaim because these achievements emanate from concurrent official and popular willpower.
The Cabinet on this national occasion urged for unification of ranks and efforts in order to work together and push forward the reformation and construction process and fulfill aspirations of the Bahrain’s leadership and people’s ambitions. In compliance with the directives of His Majesty the King for the need to implement all recommendations included in the report of the Bahraini Independent Commission of Inquiry created by Royal Decree No. (28) for the year 2011, His Royal Highness the Prime Minister referred some provisions of the Royal Decree No. (18) for the year 2011 regarding declaration of the State of National Safety issued on March 15, 2011 to the Constitutional Court in order to study its constitutionality in response to a recommendation included in the report of the Independent Commission of Inquiry regarding its constitutionality quote the Bahrain Independent Commission of Inquiry recommends that the objections raised regarding unconstitutionality of some provisions of the Royal Decree that declared the state of national safety be submitted before the Constitutional Court. In compliance with article (18/A) with the Decree-by-Law No (2) for the year 2002 creating the Constitutional Court which stipulates that “disputes regarding supervision as to constitutionality of rules and regulations should be submitted (to the Constitutional Court) as follows: (a) upon request from: the Prime Minister, Shura Council’s chairman or House of Representatives’ speaker” His Royal Highness the Prime Minister instructed all government ministries, authorities and directorates to continue examination of the rules and regulations applicable in the Kingdom and to take the necessary legal and constitutional actions in order to modify them whenever necessary in order to ensure compliance with international standards, conventions and laws and commensurate with the spirit of the age and development. His Royal Highness the Prime Minister verified the accomplishments made in the government’s action plan and instructed the government ministries, authorities and directorates to comply by implementing the content of the government action plan according to the specified timetable.
His Royal Highness the Prime Minister also verified the implementation of the national consensus dialogue’s views and for this purpose the cabinet decided the inclusion 191 conceded views in the government’s action plan for the years 2011-2014. His Royal Highness was unformed regarding the training program prepared for training of leaders in the government ministries and directorates on mechanism of inclusion of implementation of the national consensus dialogue’s conceded views within the government action plan. The Cabinet was also informed by the Deputy Premier His Highness Shaikh Mohammed bin Mubarak Al Khalifa and Minister of State for Implementation Affairs cum chairman of the Committee for Implementation of the Views and Executive Actions necessary to be implemented on real ground including follow up of constitutional and legislative aspects necessary for implementation of 61 views including 21 views which have already been implemented by the government through bills of law tabled before the legislative authority or which have already been issued by means of decrees-by-law in addition to 28 views which have already been implemented. Springing from the cabinet’s keenness for security and stability to prevail in the country, His Royal Highness the Prime Minister praised Minister of Interior Lt-Gen. Shaikh Rashid bin Abdulla Al Khalifa together with all security commands and personnel for their efforts in preserving the homeland’s security and stability and the safety of human lives and property. The Cabinet pursued the progress of the government’s housing strategy and implementation plans regarding new cities in compliance with the directives of His Majesty King Hamad bin Isa Al Khalifa Monarch of the Kingdom of Bahrain in association with the private sector for construction of residential units.
The cabinet was informed by Minister of Housing regarding latest development in East Hidd City earthworks and implementation of partnership with the private sector for construction of residential units in the Northern City, al-Loazi and al-Buhair neighbourhoods. The Cabinet endorsed the submission of a number of proposals from the ministerial committee for legal affairs to the Deputy Premier, who is the also Committee’s chairman, regarding the method of presentation of the bills of laws and regulations proposed by government ministries and bodies. The Cabinet also endorsed the ultimate signing on the protocol between the Kingdom of Bahrain and the Federal Republic of Germany regarding modification of the Air Transportation Agreement signed in 1991 and amended supplementary agreement signed on 2nd October 2000.
The cabinet also endorsed the ultimate signing on the agreement between the Kingdom of Bahrain’s government and the Ukraine’s Cabinet regarding Air Transportation and assigned taking legal action in this respect. The Cabinet explored bill of law for endorsement of agreement regarding incentives and exchanging of investment protection between the Kingdom of Bahrain and the Kingdom of Spain and reviewed the opinion of the ministerial committee for legal affairs in this respect and returned the bill of law to the same committee for more studying.
The Cabinet also explored modification of some provisions of Law No. (28) for the year 2002 regarding electronic transactions and decided to refer the bill of law in this respect to the ministerial committee for legal affairs. The Cabinet discussed and referred to the legislative authority a bill of law regarding issuance of Advocacy Law prepared in the light of a motion-by-law submitted from the Shura Council attached with the government’s memorandum of opinion in regard thereof.
