The Cabinet emphasized that the Kingdom of Bahrain has always been and remains to be a vivid example of peaceful co-existence and religious freedoms emanating from the Kingdom’s cultural background and humanitarian values, praising in this aspect the content of the speech made by HM the King’s Wife and Supreme Council for Women’s President HRH Princess Sabeeka bint Ebrahim Al Khalifa upon inauguration of the Oasis of Freedom Spike at the Notre-Dame Cathedral in the French Capital, Paris.
The Cabinet submitted utmost congratulations and felicitations to HRH the Prime Minister on the occasion of the marriage of his grandson HH Shaikh Mohammed bin Rashid Al Khalifa, wishing him a blessed and happy married life. In this context, HRH the Prime Minister expressed delight at the sincerest feelings shown by citizens on this occasion over various means of expression, functions and initiatives which confirms deep-rooted values of love in the community.
On the thirty-first anniversary of the establishing of the Gulf Cooperation Council, the Cabinet praised the GCC Council’s accomplishments throughout the progressive march of joint GCC cooperation, asserting that it is high time now to put and coronate this in a new formula which consolidate cooperation between the GCC countries and peoples in line with the initiative of the Custodian of the Two Holy Mosques by moving from the phase of cooperation to the phase of unification.
Then, the Cabinet expressed deep regret for the unfortunate tragic incident which resulted in the demise of ten expatriate workers. The Cabinet conveyed cordial condolences to the bereaved families and relatives of the victims who died in this tragic incident. The Cabinet tasked the relevant authorities in order to follow up the process of their transportation to their home countries.
HRH the Prime Minister order an urgent investigation into the whereabouts of the incident and the taking of all necessary actions in order to prevent any similar recurrences. HRH the Prime Minister tasked the Ministry of Interior, the Ministry of Labor and the Ministry of Municipalities Affairs and Urban Planning to investigate into this incident.

The Cabinet also asserted the Government’s support, care and preservation of human rights boosted and magnified with the launching of the national project initiated by HM King Hamad bin Isa Al Khalifa. The Cabinet conveyed thanks to the chairman and members of the government working team who participated in the meetings of the periodic review of human rights held recently in Geneva.
HRH the Prime Minister instructed all government ministers to necessarily get in touch with citizens and adopt an open-channels policy and follow up the transactions of citizens and their remarks and implement the Government’s strategy which seeks to satisfy citizens needs which is considered the standard to measure government’s efficiency and successful accomplishing of its programs geared towards the citizens.
HRH the Prime Minister instructed the government ministers to coordinate between government ministries and authorities in order to update citizen’s particulars and instructed all government ministries and authorities to audit data which come under their domain in a order to alleviate burdens from citizens and ameliorate dignified living for the citizens and ensure their respect when doing any transaction specially regarding the updating of their particulars related to financial assistance and to adopt more flexible and easy procedures and benefit from modern technological advancements.
HRH the Prime Minister instructed the Ministry of Municipalities Affairs and Urban Planning to necessarily maintain open beaches for citizens without any misuse or breaching of licensures whilst ensuring the needs of fishermen in harbors which the government intends to provide for each and every governorate.
HRH the Prime Minister instructed the Ministry of Municipalities Affairs and Urban Planning to cooperate with the Muharraq Municipal Council in studying the establishing of a fishermen’s harbor in order to serve the areas lying North of Muharraq and Al-Bussaiteen.
Regarding the Royal Decree issued ordering the conclusion of the second part of the third parliamentary term, the Cabinet praised the close cooperation between the executive authority and the legislative authority through this role which contributed in developing and increasing the volume of gains and accomplishments achieved by virtue of such fruitful cooperation.
HRH the Prime Minister thanked all government ministers and officials for their cooperation with the legislative authority each according to their own domain and for facilitating for parliament the assuming of its legislative and monitoring role.
The Cabinet endorsed two reports on the Consolidated Public Final Account and budgetary performance for the Fiscal Year 2011 and decided to refer them to the legislative authority. In this context, HRH the Prime Minister instructed all government ministers, ministries and authorities whose final accounts showed a gross exceeding of their allocated budget to provide the Ministerial Panel on Financial and Economic Affairs with the causes of such irregularities.
HRH the Prime Minister also instructed all government Ministers and Ministries to prepare the requisite answers to the remarks of the Financial Audit Bureau for the year 2011 and to coordinate with the Ministerial Panel on Financial and Economic Affairs.
HRH the Prime Minister urged for increasing efforts in order to boost the public economic performance and increase capacity to cope with economic developments. Meanwhile, the Cabinet expressed delight towards the accomplishments made in terms of budgetary performance specially in terms of developing actual earnings.
The Cabinet tasked government ministries and authorities to notify the Shura Council and the House of Representatives on remittances transacted from the public budget into other allocations accounts.
The Cabinet endorsed the audited financial statements for the Next Generations Reserve Fund Account for the year 2011 which attained $283,660,118. The Cabinet decided to refer the matter to the legislative authority in compliance with constitutional procedures.
The Cabinet took notice of the Minister of Transportation’s memorandum regarding the joining into regional and international organizations for civil aviation, postal services, air cargo in line with the Kingdom’s compliance with international standards which organize this sector emanating from the Kingdom of Bahrain’s leading position as regards all means of transportation and its distinctive role in complying with international rules and regulations.
