His Royal Highness Prime Minister Prince Khalifa bin Salman Al Khalifa, who chaired the regular weekly cabinet meeting on Sunday, stressed the need to ensure the sustainable funding for social and economic development.
The cabinet discussed the mechanisms to maintain the quality of the services provided by the ministries and government sides, support non-oil revenues and ensure sustainable funding for social and economic development.
Then, the cabinet allocated part of the session to the Human Rights and Dignity Day in Islam, celebrated on Sunday, asserting that Islam was the first to lay the foundation for the protection of human rights and dignity and the main guarantor of them, regardless of colour, gender, language or religion.
The cabinet highlighted the importance of Islamic precepts in promoting human rights principles, confirming, at the same time, that it will consolidate the culture of the protection of human rights and dignity further in the Kingdom through legislations and practices.
Then, the cabinet discussed and referred to the Ministerial Committee on Legal Affairs five draft laws related to the constitutional amendments ratified by His Majesty King Hamad bin Isa Al Khalifa last May, in light of the visions of the National Consensus Dialogue.
They include draft decree-laws amending some provisions of decree-law No. 15 for 2002 on the Shura and Representatives councils; decree-law No. 55 for 2002 on the Shura Council’s By-law; law No. 60 for 2006 on re-organisation of the Legislation and Legal Opinion and draft-law No. 39 for 2002 on the general state budget.
The cabinet also discussed and referred to the same committee an agreement on developing Academic Accreditation for High Education institutions in the kingdom, in cooperation with the British Accreditation Council (BAC).
The cabinet also endorsed a plan to re-organise the Human Rights Affairs Ministry so to include an Under-secretary for Human Rights Affairs, Assistant Undersecretary for Coordination and Follow up of Human Rights Affairs, and directorates of Coordination and Follow up directorates, Legal Affairs and Agreements, Monitoring, Research and Translation and Human and Financial Resources, requesting the concerned sides to take the necessary procedures.
The cabinet also approved the Kingdom’s hosting of a regional training workshop for GCC national commissions for Education, science and culture in November, 2012, in collaboration with the Arab League Educational, Cultural and Scientific Organisation (ALECSO).
