His Royal Highness Prime Minister Prince Khalifa bin Salman Al Khalifa, who chaired at Gudaibiya Palace the weekly cabinet meeting, ordered aprobe in financial irregularities pointed out by by the National Audit Court (NAC) report through internal investigation panels that have to be formed at all ministries and government bodies and companies.
HRH directed to submit the result of the investigation to him after having it studied by the Civil Service Bureau before legal procedures stipulated by the National Audit Court law are taken.
HRH thanked the National Audit Court for its highly competent and professional work, stressing the government’s keenness to ensure all ministries and government bodies adhere to financial regulations guaranteeing optimum use and management of public money.
HRH instructed ministries and government bodies to boost the internal auditing systems so as to prevent recurrence of the irregularities and violations, stressing the government’s resolve to take the needed procedures for that.
The cabinet discussed setting up a Japanese university in Bahrain so as to avail of the Japanese science and technology, in line with the royal directives to bolster scientific and academic cooperation between both countries. It tasked the Education and Training Development Committee, chaired by Deputy Premier Shaikh Mohammed bin Mubarak Al Khalifa, to study a memorandum in this regard which was submitted by the Education Minister and take the necessary measures.
The ministerial council underlined the need to promote Bahrain’s status as a regional centre for medical services, urging to continue the efforts aimed at optimizing health services in public and private establishments.
The council directed to adopt a flexible mechanism in separating between the public and private medicine that boosts vitality of the health sector, protects patients’ interests and takes into consideration the doctors’, too.
The cabinet instructed to work out the needed administrative and technical regulations to achieve complementarities between public and private health services. It also discussed views aimed at improving medical services by upgrading the medical care and providing a mechanism to boost the Health Ministry’s control on private clinics.
The council tasked the Ministerial Committee for Social Services, Media, Transportation and Communication Affairs, chaired by Deputy Prime Minister Shaikh Ali bin Khalifa Al Khalifa, to study a memorandum submitted by the Health Minister in this regard.
The cabinet approved granting BD 100 and BD 50 monthly allowances for those teaching people with special needs at the Social Development Ministry’s rehabilitation centres, in light of a memorandum submitted by the Social Development Ministry. Enforcement of the decision will take place according to the Civil Service Bureau’s regulations.
The ministerial council also approved a draft law to treat the GCC and Bahrain’s flags on equal par in terms of protection.
Under the draft law, included in a memorandum submitted by the Foreign Minister, the same penalties which could be imposed in case of disrespect to Bahrain’s flag will be inflicted if the GCC flag is humiliated.
The draft law is in line with a decision made in this regard by the GCC Supreme Council in its 32nd session in Saudi Arabia.
The cabinet decided to take the necessary measures to refer it to the legislative power according to constitutional procedures.
In line with a memorandum by the Interior Ministry, the council gave the green light to a number of development projects for inmates of the reform and rehabilitation centres and directed to allocate the needed funds for that.
The cabinet followed up on the results achieved in the field of employment through a report submitted by the Labour Minister.
The report showed a decrease in the unemployment rate from 4.3% in the second quarter of 2012 to 3.6% in the third quarter, according to statistics conducted on 2010 census.
The report has also revealed that a total of 1882 individuals are being employed every month while the number of job vacancies topped 9493. The number of trainees has also gone up by around 33% compared to the third quarter.
The cabinet endorsed a proposal by the Representatives Council to set up a public park and a walkway in Al-Fateh area.
It also approved another proposal to activate the role of the national advertising committee in organizing advertisements and ensure they do not contravene public ethics and religious precepts.
