Bapco, represented by its FH&S department, has recently approached various organizations including Chevron for the introduction of Incident Command System (ICS). The approach is in line with Bapco directives to review its Emergency Response System and see if the current system can be improved or introduce a new system in line with international best practices.
ICS is a systematic tool used for the command, control, and coordination of emergency response and it involves a set of personnel, policies, procedures, facilities, and equipment, integrated into a common organizational structure designed to improve emergency response operations of all types & complexities. ICS is based upon a flexible scalable response organization providing a common framework within which people can work together effectively.
A lot of work was done which included the writing of the procedure, selecting individuals, main incumbents and relieves, who will fill the various roles in ICS structure and training them in their assigned duties and responsibilities. Many training sessions where conducted by FH&S and a UK based consultant. After completion of the training a full day table top Exercise code named Shift was held in FH&S building and was attended by all Incident Command Team IMT & their relieves. The exercise was headed by GM Refining, attended by the DCE and facilitated by a team from the Emergency Response College EPC. It was one of the most successful exercises held in the last 5 years because the scenario was based on risk assessment and it involved multiple fatalities, wide spread damages to the facility, it involved multiple agencies and it required a lot of activities.
Another part of ICS is Crises Management which required the formation of Crises Management Team CMT which consists of Senior Management members, PR advisor, legal, HR and Finance members. Bapco CMT was formed and is chaired by CE & DCE. The ISC training, exercising and implementation is coordinated by FH&S Department.
