His Majesty King Hamad bin Isa Al Khalifa received at Al Sakhir Palace Deputy Chairman of Supreme Judicial Council and President of the Court of Cassation Shaikh Khalifa bin Rashid Al Khalifa, Attorney General Dr. Ali bin Fadhl Al Buainain, members of Public Prosecution and judges.
Then HM the King delivered the following speech.
In the name of God, the Most Merciful, the Most Compassionate
Praise be to God and prayers and peace be upon His Prophet, family, companions and followers
Peace and God’s mercy and blessings be upon you We are pleased to meet the members of Judiciary and Public Prosecution as you are the pillar of justice in the country.
The honor and integrity of judges are the base of verdict and the guarantor of rights and freedoms.
For decades, Bahrain has had a systemic judiciary that has been able to contribute in the Kingdom’s progress in all fields thanks to its continuous development.
And since our accession to the throne, we have always been keen to confirm two things: first is for the Judiciary to be an authority of the state’s three authorities and not a function and that nobody has the right to interfere in its work and second is for the Judiciary to have this independent institution for judges and public prosecution members.
The recent amendments in the judicial authority law came in the light of the visions of the National Dialogue which affirmed the Judiciary financial and administrative independence, and based on these amendments a new cadre was initiated for the judges’ salaries and their financial and administrative matters.
Out of our will to confirm this independence, we have assigned the President of the Court of Cassation to chair the Supreme Judicial Council sessions since its establishment so as to supervise the proper function of courts and auxiliary bodies in addition to their career affairs.
The development of life and the progress of procedures insure the continuity of judicial training and make the specialization of judges a priority.
We have directed to arrange an appropriate site to establish the Judicial and Legal studies Institute which would provide needed training for judges, public prosecution members and lawyers in addition to all of those working in the legal field in the Kingdom.
To conclude, we assert our big confidence in your justice and investigation and in your understanding of the trust bestowed to you to insure right and integrity.
Peace and God’s mercy and blessings be upon you
