The session of the National Consensus Dialogue on the political theme held meeting of the working group, in accordance with an agreement reached in the last session, to discuss the proposed provisions of the final consensuses. During the meeting the structure of the agenda was discussed without reaching the final agreement. In addition, there was deliberation of all points in the letter of the five societies.
The session began with the moderators presenting the proposed provision of the final consensuses. The participants exchanged views about the provision that stated: “The consensus reached by the participants represents a committed and comprehensive final agreement that includes certain provisions for constitutional amendments, laws or procedures that are to be referred to His Majesty the King.”
The participants did not reach an agreement about any provision and decided to postpone the matter to the meeting of the working group, to be held on Sunday March 31, for further discussion.
After that the working team moved to discuss the structure of the agenda in terms of its main proposed sections, in which the participants agreed to allow the moderators to include the proposed agenda of the independents from the legislative authority in the draft agenda prepared on the basis of the documents presented by the coalition societies and five societies. It will be discussed at the next meeting, to be held on Sunday.
Later, the participants discussed the points in the letter of the five societies, and after exchanging views about point five, consensus was reached on this provision: “The participants could meet for deliberation and exchange of ideas and views but no consensus could be reached outside the Dialogue table”. This allows any participant to meet one or more participant outside the Dialogue table to exchange views with the condition to not approve any consensus outside the Dialogue table and without the attendance of all the participants.
With regard of the remaining points, there was discussion on the sixth point about equal representation of all groups, where no consensus was reached and it was decided to postpone it to the next session.
As for the seventh, eighth and ninth points about the timetable of the dialogue, mechanisms of the implementation of the final consensus and implementation guarantees, consensus was reached on them in the seventh session.
The participants decided to hold the working group meeting on Sunday March 31 to finalise the postponed provision: “The consensus reached by the participants represents a committed and comprehensive final agreement that includes certain provisions for constitutional amendments, laws or procedures that are to be referred to His Majesty the King.”
In addition there will also be discussion on the draft agenda that includes the points suggested by all the groups participating in the Dialogue. It will be prepared by the moderators on the basis of the documents presented by the participating groups and the points that will be presented for discussion in the next general session.
