The weekly Cabinet meeting which held at the Gudaibiya Palace and chaired by His Royal Highness Prime Minister Prince Khalifa bin Salman Al Khalifa condemned the Israeli attacks on Syria and termed these attacks violation of the international laws.
The Cabinet said that it was deeply concerned about Israeli attacks on Syrian territory and condemned the violation to the sovereignty of an Arab country, as well as the consequences of these attacks on the security and stability in the region.
The cabinet calls the international community to make an immediate move to stop such repetitive abuses to help avoid further hardship for the Syrian people and the potential to make the situation worse and more complex.
HRH the Prime Minister directed the concerned parties to start the Holy Ramadan supply preparations, such as meat and poultry, as soon as possible and stressed to vary the import sources, making sure it is up to the proper health, veterinary and safety regulations during shipment to insure against disease.
The Cabinet also directed all ministries and government entities to adopt the initiatives and suggestions that help solve the obstacles and problems facing small and medium businesses and follow up on implementation in coordination with the Ministry of Commerce.
The cabinet approved and forwarded to the Legislative Authority according to the Constitutional procedures to amend the law in Decree #5 for the year 1990 regarding Civil Defense. The purpose of the amendments are to update the law with preventative measures to address dangers from radioactive, chemical and biological contamination (both in peacetime and wartime) and organize the rights and responsibilities related to volunteering and volunteers in addition the role of the National Guard, changing their name from Civil Defense to Civil Protection. The amendment will give the Minister of Interior full authority in determining general disaster cases and announcing it, after the Cabinet’s approval.
The Cabinet discussed a proposed new law to organize the registration of births and deaths via laws that keeps pace with new legislation. The Cabinet decided to forward this matter to the Ministerial Committee for Legal Affairs.
In compliance with the decisions made by the GCC Supreme Council in its 32nd session which took place in Riyadh, KSA in December 2011, the Cabinet has approved and forwarded two proposed laws to the legislative authority in accordance to the Constitution and Law; (1) to approve a system of law for veterinary products and (2) veterinary practice in the GCC.
The cabinet is always interested in preserving natural resources in the Kingdom, as it is its duty to protect these resources and invest them well. In fulfillment of the Parliamentary recommendation regarding backfilling and reclamation, the Cabinet discussed the current situation of sand mining and the importance of imposing fees in exchange for the mining to preserve it, avoid its depletion, and develop the Kingdom’s income. After studying the memorandum regarding this matter from the Minister of Municipal Affairs and Urban Planning, the Cabinet assigned the Ministerial Committee for Financial and Economic Affairs to study this subject.
The Cabinet discussed a proposed new law regarding international commercial arbitration based on the UNCITRAL model for international commercial arbitration that comes within the Kingdom’s continuous efforts to adopt new mechanisms and modern legislations in commercial, economic, investment and financial conflict resolution in a quick, fair and non-biased manner. The Cabinet decided to forward this matter to the Ministerial Committee for Legal Affairs for further study.
The Cabinet discussed a proposed new law regarding the applicable law in matters that include a foreign element that may conflict with laws based on Article 7 of the Civil Law Code which is applicable to all conflicts related to civil and commercial matters. This includes positions or legal relationships where laws are conflicting, whether those positions or legal relationships include a foreign element or the parties decided to have a foreign element judge their legal relationship. The Cabinet has decided to forward this to the Ministerial Committee for Legal Affairs.
The Cabinet looked into amending some of the provisions of Law Number 37 for the year 2009 regarding the diplomatic and consular sector. The amendments aim to organize the honorary consuls’ work for the Kingdom abroad and acceptance of foreign honorary consuls to work under this status in the Kingdom of Bahrain. The cabinet decided to forward the proposed amendments and memorandum from the Minister of State for Foreign Affairs to the Ministerial Committee for Legal Affairs.
The Cabinet approved the formation of a Bahraini delegation to attend the 23rd session of the UN Human Rights Council in Geneva by the end of the current month headed by the Minister of Human Rights.
