His Royal Highness Prime Minister Prince Khalifa bin Salman Al Khalifa, who chaired the weekly Cabinet meeting at the Gudaibiya Palace on Sunday, stressed the importance of HM King Hamad bin Isa Al Khalifa’s visit to the Republic of Egypt on the bilateral relations level and its positive influence on mutual work.
The Cabinet also congratulated the Republic of Egypt on the 40th anniversary of the October War, which had a great impact on Arab history, and fully supports the fellow Arab nation’s desire for greater stability and development.
In the framework of the Prime Minister’s usual follow up on the efficiency of the Government’s performance, HRH urged moving forward to accomplish more through mutual efforts and team-work, and to always work with the highest degree of efficiency in ministries and Government institutions according to the laws, insuring their proper implementation. He also stressed for ministries and Government entities to positively handle citizens concerns and be aware of media reports about such concerns in order to address these issues in their performance. He reiterated that all citizens should feel that the government is responsive to their needs and always willing to listen to their complaints and concerns. HRH also instructed government ministries and entities to respond quickly to concerns and complaints, and proactively address them through a variety of communication methods and media sources.
The Cabinet approved the amending some of the provision of Commercial Law 21 (2001) submitted by the Minister of Industry and Commerce. This includes removing the minimum limit for Capital Corporations and setting legal regulations to limit application requests to start a non-serious corporation and prevent negative practices in the commercial sector. Some of the binding requirements to invest related to shareholders in public shares corporations including the cancellation of the start-up percentage of capital required by Bahraini partners when starting a company with a foreign partner will be cancelled under the new amendments. In addition, changes related to founders owning a certain percentage to be a board member have been made; the amendments requires partners to own at least 10% of the corporation’s capital with no upper limit and don’t require the board member to be one of the contributors to the corporation. These amendments are in alignment with global commercial law requirements. The Cabinet then commissioned the concerned authorities to take the necessary legal and constitutional measures to refer the matter to the legislative authority.
The Cabinet discussed the draft law bill on regulating Real Estate leasing submitted by the Minister of Municipalities Affairs and Urban Planning. The draft law bill slightly amends some of the provisions that regulate leasing in the Kingdom; cancels other outdated provisions regulating leasing in the Kingdom; and fill legal loopholes which often lead to conflicts on leasing contracts. The Cabinet decided to refer the matter to the Ministerial Committee for Legal Affairs.
The Cabinet discussed the establishment of a national committee for International Humanitarian Law under the Ministry of Justice through a memorandum submitted by the Minister of Justice. The committee is to be specialized in all matters related to executing International Humanitarian Law, and sets policies, strategies and any related plans. The Cabinet decided to refer the matter to the Ministerial Committee for Legal Affairs.
The Cabinet discussed the draft law bill on media and communications to regulate journalism, print, press, audio and visual media with updated standards and referred the matter to the Ministerial Committee for Legal Affairs for further study.
The Cabinet approved a draft law bill on the approval of the safety checklist for ships with small cargo not covered by International Navy treaties in GCC countries. The Cabinet commissioned the concerned authorities to take necessary Constitutional and legal measures to refer the matter to the legislative authority.
The Cabinet reviewed a slide presentation by the Minister for Electricity and Water Affairs highlighting the positive results of the preparations adopted by the Ministry to serve the mounting requests for electricity during the summer season. The Cabinet praised the Ministry’s efforts reflected in a noticeable improvement in the number of electricity cuts compared to previous years’ performance.
The Cabinet approved the memorandum submitted by the Minister of Education on the Kingdom of Bahrain hosting a workshop organized by the Islamic Educational, Scientific and Cultural Organization (ISESCO) on methods of e-learning.
The Cabinet approved the suggestion to find solutions to the problems faced by having labor accommodations for foreign bachelor workers in residential family areas in general and particularly in the Capital Governorate.
The Cabinet approved the suggestion for the Ministry of Education to take necessary measures and procedures to address the performance at education levels to prevent students from having to resort to private tutoring.
The Cabinet took note through ministerial reports on the results of recently held meeting in regards to the GCC countries such as the meetings of the Electricity and Water Cooperation Committee; the Industrial Cooperation Committee; the Commercial Cooperation Committee; the Ministers of Post and Telecommunications and Information Technology Committee; the Ministers of Development and Social Affairs Council; the Ministers of Labor Council; and the heads of government entities related to Human Rights. The Cabinet also took note of the results of the Second Africa Arab Ministerial Meeting on Agriculture Development and Food Security, and the Consultative Meeting of the Arab Bureau of Education for Gulf States.
