The Prime Minister on Sunday issued executive order to the concerned Ministries to implement the new laws in letter and spirit reaffirming government’s resolve for combating terrorism and protecting the community.
HRH asserted that the government will not accept violence and terrorism overtaking Bahrain’s peaceful community or influence any unjustified imposition of political, security and economic agendas outside the parameters of the law and constitutionally guaranteed Human Rights. The government will continue to ensure that these recommendations are implemented to protect the community from terrorism.
His Royal Highness Prime Minister Prince Khalifa bin Salman Al Khalifa was speaking as he chaired the weekly Cabinet Meeting at the Gudaibiya Palace in the presence of His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince, Deputy Supreme Commander and First Deputy Premier.
After the meeting Dr. Yaser bin Essa Al Naser, Secretary General of the Cabinet issued a statement on the outcome of the meeting.
The Cabinet noted the content of the letters sent by HRH the Prime Minister to HM King Hamad bin Isa Al Khalifa on the government’s implementation of most of the National Assembly’s recommendations as well as the necessary legal, technical and executive measures taken in order to fulfill them.
The Prime Minister directed all Ministers to work on updating and improving the aspects of cooperation with the legislative authority on the legislative and monitoring levels and expressed best wishes for the House of Representatives and Shura Council in the Fourth Session of the Third Legislative Term. The Cabinet stated its confidence in the level of Government/Parliamentarian cooperation in the coming session that will enable greater national achievements, especially in the spirit of cooperation between the two authorities. The Cabinet also took note of the report submitted by the Minister of Shura and Parliament Affairs highlighting the legislative and monitoring accomplishments in the Third Session of the Third Legislative Term.
The Cabinet congratulated the pilgrims to the Holy Mosque on the completion of the Hajj rituals and returning safely to Bahrain, gratefully acknowledged the tremendous efforts by the Government of the Custodian of the Two Holy Mosques King Abdulla bin Abdulaziz Al Saud, King of Saudi Arabia, for the impeccable organization and easing the process for pilgrims.
HRH the Prime Minister then directed Ministries and Government agencies to pay close attention to financial and administrative control through activating internal auditing and oversight measures, as well as through cooperating with auditing agencies like National Audit Office or the legislative authority’s oversight of the Government’s work. He also emphasized the importance of Ministries and Government agencies taking the initiative in ensuring all recommendations are implemented to guarantee the preservation of public money.
The Cabinet approved the draft decision to issue executive regulations for Decree 48/2012 on the Bahrain Chamber of Commerce and Industry (BCCI). One of the most important aspects of the new regulations is the procedure to attend General Assembly meetings and vote; each member will get a certain amount of votes based on capital invested in accordance with the regulations of the Chamber’s laws. The Cabinet also approved the following: (1) a draft decision to determine the amounts due for services performed by the BCCI; (2) travel allowances granted to the BCCI Chairman and members of the Board of Directors; (3) a draft decision on certificates ratified by the BCCI; and (4) a draft decision on attendance of permanent, temporary and mutual committees for the BCCI.
The Cabinet approved a draft law bill on legal conflicts in civil and commerce matters involving a foreign entity, and decided to commission the concerned authorities to take the necessary constitutional and legal procedures to refer it to the legislative authority.
The Cabinet discussed a draft law bill to amend some provisions of Penal Code promulgated by legislative Decree 15/1976 which increased penalties on those who waste public money or misuse it for personal profit. The amendments focused on penalties for bribery of a public official, bribery without acceptance, and embezzlement. The Cabinet decided to return the bill to the Ministerial Committee for Legal Affairs for further study.
