The Ministry of Interior announced the steps it has taken towards the implementation of the recommendations of the Bahrain Independent Commission of Inquiry (BICI).
In compliance with the recommendations in paragraphs 1716 and 1722a (BICI Report), the Minister of Interior Lieutenant-General Shaikh Rashid bin Abdullah Al Khalifa issued an order to refer all cases related to deaths, torture and inhumane treatment implicating police to the Public Prosecution (which serves as an independent judiciary authority).
In response to the BICI recommendation in paragraph 1722g cameras are in the process of being installed to ensure visual and audio recording for all official interviews of detainees, including the necessary legislation being prepared.
The MOI also announced that HE the Minister signed a Memorandum of Understanding (MoU) with Gerard Bernier, the Regional Bureau Chief of the International Committee of the Red Cross.
The signing of the MoU is aimed at helping develop more responsible police work and create a balance between the role of the protection of security and commitment to human rights principles. The MOI sought out the expertise of the Red Cross in relation to detention procedures and treatment of inmates while preserving human rights.
According to the MoU, the Ministry of Interior will allow the committee to visit inmates at its reformation and rehabilitation centers, as well as detention centers, within the laws of the Kingdom of Bahrain.
The Red Cross will also hold training courses on human rights and international humanitarian law for MOI personnel to enhance their skills and reinforce and promote a culture of human rights.
The Minister hailed the role of the International Committee of the Red Cross for its “distinguished efforts in offering assistance and welfare, especially during military conflicts and natural disasters.” He noted its contributions and extensive experience in upholding human dignity in cases related to legal penalties and restriction of freedom.
